Speaking virtually at the opening ceremony of the Lesotho National Leadership Forum, officiated by Lesotho Prime Minister Samuel Matekane, Rwanda's Prime Minister Dr. Justin Nsengiyumva outlined his country’s profound transformation through the lens of leadership and strict public accountability.

Representing President Paul Kagame, Dr. Nsengiyumva emphasized that post-conflict recovery and economic progress are impossible without rebuilding trust between the state and its citizens. He walked Lesotho officials through Rwanda’s deliberate strategies to weave institutional transparency into everyday governance.

Reflecting on Rwanda's recovery since 1994, the Prime Minister emphasized three pillars: long-term strategic planning (Vision 2020 and 2050), leveraging local strengths through digital innovation like Irembo, and fostering citizen-led accountability via platforms like Umushyikirano.

“We particularly value the exchanges that have taken place between Lesotho and Rwanda in recent years... which reflect our shared commitment to learning from one another’s experiences,” Dr. Nsengiyumva stated, reinforcing the role of peer-to-peer learning through Rwanda Cooperation.

Key Pillars of Rwanda's Accountability Journey

• Zero Tolerance for Corruption: The Prime Minister reiterated that true progress relies on the unwavering enforcement of the rule of law, noting that no individual is above accountability.

• The Imihigo Performance Contracts: A unique system where leaders publicly commit to specific, measurable targets and are stringently evaluated on their results.

• Citizen-Led Dialogue (Umushyikirano): An open forum ensuring citizens remain active participants in tracking national development and directly questioning leadership year-round.

• 

Dr. Nsengiyumva noted that while every nation must chart its own course, the exchange of these practical frameworks via Rwanda Cooperation establishes a powerful blueprint for robust bilateral partnerships built on mutual growth and self-reliance.

Concluding his remarks, he urged African leaders to confidently mobilize domestic resources, fight corruption, and empower citizens to co-create a self-reliant continent.
