Rwanda’s economy continues to defy global headwinds, posting a staggering 9.4% growth rate in 2025, significantly outpacing the initial forecast of 7%. Building on this momentum, the Minister of Finance and Economic Planning, Yusuf Murangwa, has presented a robust Budget Framework Paper to Parliament, outlining a strategic expansion for the upcoming fiscal year.

For the 2026/27 fiscal year, the government proposes a total expenditure of Frw 7,796.3 billion. This marks a substantial increase of Frw 844.2 billion over the Frw 6,952.1 billion allocated in the revised 2025/26 budget.

During the presentation, Minister Murangwa highlighted that despite various international and domestic disruptions, the nation’s economic resilience remains the cornerstone of this ambitious spending plan.

The 2026/27 budget relies heavily on domestic mobilization, signaling a move toward fiscal self-reliance. Total resources are categorized as follows:

• Domestic Revenues: Frw 5,273.8 billion

• Tax Revenue: Frw 4,429.1 billion

• Non-Tax Revenue: Frw 582.4 billion

• Financial Asset Acquisition: Frw 123.6 billion

• Domestic Financing: Frw 138.8 billion

• External Support:

• External Grants: Frw 548.3 billion

• External Loans: Frw 1,974.1 billion

The government’s spending strategy for the next year is divided between maintaining efficient public services and investing in long-term infrastructure.

As Rwanda moves into the 2026/27 period, the focus remains clear: leveraging the higher-than-expected growth of the previous year to fund a more prosperous and self-sustained future for all citizens.
