Vision Restored: DSCOP 2026 Launches Provincial Cataract Surgery Drive in Rulindo
The RDF, RNP, and partners launch a major eye care and cataract surgery campaign at Kinihira Provincial Hospital to combat preventable blindness in Rwanda.
In a significant stride toward improving community wellbeing, the Rwanda Defence Force (RDF) and Rwanda National Police (RNP) have officially kicked off a specialized eye care and cataract surgery campaign. Launched at Kinihira Provincial Hospital in Rulindo District, Northern Province, this initiative is a core component of the 2026 Defence and Security Citizen Outreach Programme (DSCOP).
This collaborative effort, organized in partnership with the Ministry of Health (MoH) and the Fred Hollows Foundation Rwanda (FHF), is designed to bring life-changing medical interventions directly to the heart of the community.
The primary objective of this mission is to eradicate preventable blindness among Rwanda’s most vulnerable populations. The campaign focuses specifically on:
• Elderly Citizens: Prioritizing those aged 50 and above.
• Accessibility: Reaching individuals who face barriers to specialized ophthalmic healthcare.
• Restoring Independence: Providing surgical interventions that allow patients to regain their sight and quality of life.
The launch was marked by the presence of high-ranking officials and partners, signaling a unified front in public health service delivery. Key attendees included:
Maurice Mugabowagahunde, Governor of the Northern Province, Jean Marie Vianney Ndayizigiye, Permanent Secretary in the Ministry of Health, Brigadier General Dr. John Nkurikiye, Deputy Chief of Staff for Military Health Services, ACP Teddy Ruyenzi, Commander of Community Policing, Mrs. Tiva Kananura, Country Director of Fred Hollows Foundation Rwanda.
The DSCOP 2026 initiative highlights the evolving role of Rwanda’s security organs in national development. By transitioning from traditional security roles to active community support, the RDF and RNP continue to foster strong bonds with the citizens they serve.
Through this campaign, hundreds of residents in the Northern Province are expected to receive screenings and surgeries, ensuring that "the gift of sight" is accessible to all, regardless of their economic background.
